Forecasting rates accurately can be the difference between a financially stable council and one that goes into administration. Councils typically have dedicated rates administrators who calculate rates in their ERP, by using a custom application called IBIS or, mostly commonly, by using Excel. This is a manual exercise, is error prone, and the outputs look terrible. Using the information for other purposes, including insights, is almost impossible.
